Organization/Lead Consultant for: An Evaluation of Comprehensive Sexuality Education Programs for Youth
in Uganda
The International Center for Research on Women (ICRW) is seeking expressions of interest from organizations, agencies and in exceptional cases, qualified individuals to design and manage a rigorous quantitative and qualitative evaluation of comprehensive sexuality education (CSE) programs youth in school in Kampala, Uganda. The anticipated time period for the work is November 2013 – December 2014, with the baseline assessment in February 2014, and the endline assessment in July 2014.
Background: ‘Keep it Real’ is a three year project funded by the Government of the Netherlands and implemented by Save the Children, to scale up evidence-based CSE programs for youth ages 10-24 in Uganda. ICRW is the evaluation partner for the ‘Keep It Real’ project, and is seeking to contract with a local data collection firm. ICRW will supervise the contracted firm to carry out and directly engage in the evaluation activities in Uganda.
The evaluation will include both quantitative and qualitative data collection components. Data on youth will be collected using self-administered surveys. The qualitative data will be collected only at endline among teachers.
Specific tasks will include: 1. Successful coordination of submission of research protocol to relevant Ugandan ethical review board 2. Management of baseline and endline quantitative data collection and preparation for analysis including training of enumerators, administration of questionnaires, data entry and cleaning 3. Collection of qualitative endline data 4. Preparation of baseline and endline reports describing data collection (numbers interviewed, refusal rates, etc.) 5. Delivery of cleaned baseline and endline datasets and transcripts to ICRW for analyses
Quantitative and Qualitative Components
The ‘Keep it Real’ project involves expansion of tested CSE materials, specifically ‘The World Starts with Me’ curriculum for youth in secondary school and the ‘My World My Life’ curriculum with youth in elementary schools. The curricula will take approximately 14 weeks to complete and will be implemented via extra-curricular ‘club’ sessions led by trained teachers who support peer-educators.
A baseline survey will be conducted before the curriculum is taught, and an endline survey will be conducted 14 to 16 weeks later, after the youth have completed all of the CSE sessions. Data will be collected from 3000 students (1500 in primary schools and 1500 in secondary schools). Potential evaluators should anticipate a survey of approximately 15-20 pages with data collection taking place in the classroom setting and respondents completing the surveys themselves.
Skills and Experience Required: The candidate will work under the supervision of ICRW to: 1) Assist in design of data collection approach and lead the evaluation of 3000 youth who are beneficiaries of the ‘Keep it Real’ project. 2) Conduct 6 – 12 in depth interviews with teachers
We will consider candidates with evaluation expertise in only quantitative data collection, but would prefer to locate an organization that can effectively manage both quantitative and qualitative data collection and preparation for analysis.
More specifically, required skills and experience include: 1. Demonstrated experience with management of large research projects 2. At least 10 years experience with quantitative data collection and management including: enumeration; administration of questionnaires; administration of qualitative data collection, data entry and cleaning 3. At least 10 years experience training enumerators and supervising data collection in the field 4. Demonstrated experience with submitting research protocols for Institutional Review Board (IRB) approval to local ethical review boards 5. Extensive experience managing qualitative data collection and preparation for analysis including: purposive sampling, skilled interviewing, expert note-taking, high quality transcription and translation 6. Has adequate qualified personnel and equipment to conduct large scale research effort 7. Experience in Kampala, Uganda 8. Fluency in English 9. Excellent written and oral communication skills 10. Organization/company/firm meets all mandatory tax obligations
