World Vision Uganda is a Christian Relief, Development and Advocacy Non-Government Organization
dedicated
to working with children, families and communities to overcome poverty
and injustice. We currently work in over 40 districts in Uganda. World
Vision is committed to the protection of children and we will not employ

qualified persons willing to share in our vision to join the team in the
following role. World Vision Uganda seeks qualified persons to provide
technical support for a proposed USAID/ Uganda Advocacy for Better
Health Program. This position is contingent on World Vision Uganda being
awarded the cooperative agreement.
Position: Chief of Party Reports to: Program Development Director Project: Advocacy for Better Health Duty station: Kampala
Project
summary: - The goal of the Advocacy for Better Health program is to
contribute to improvement in quality, availability and accessibility of
health services. The purpose of the program is to increase the citizens’
voice for quality service delivery. The key objectives for this program
shall be 1) to ensure that communities in the selected districts can
identify and articulate their needs, and are able to demand for quality
services; 2) to ensure that the Civil Society Organisations (CSOs)
develop effective advocacy initiatives, and are able to represent the
communities’ demands for better quality services; and 3) to build the
technical and operational capacity of the CSOs to qualify them as
potential direct recipients of future USAID funding. This third
objective will the primary focus of this position.
Purpose of the
position: Overall responsibility for the management of all project
activities and staff. S/he will have principal responsibility for
representation for the projects to the United States Government (USG)
and will serve as representative of the project for the activities and
all long-term and short-term personnel under this grant.
Key Responsibilities •
Direct and oversee World Vision's work in an assigned program, ensuring
that all program goals are met through proper design, staffing, and
implementation.
• Organize and direct the work of local staff and short-term advisors. Provide supervision, training and performance appraisals.
•
Establish and maintain effective project reporting, evaluation, and
communication systems. Submit timely accurate and professional program
reports that meet donor requirements to appropriate World Vision
Partnership staff.
• Establish leadership and personal
credibility and implement and maintain clearly understood chain of
authority and accountability.
• Develop and maintain an adequate
human resource plan consistent with WV policies, donor requirements
(such as A-110, A-122, A-133, 22 CFR 211, etc.) and local laws. Ensure
proper technical capacity of staff to manage complex government funded
projects.
• Manage grant/project budget within approved spending
levels and ensure accurate and timely financial repots to donors and
WVUS IPG headquarters staff.
• Ensure grant/project expenses are
reasonable, allocable, prudent and spent in accordance with donor rules
and regulations to ensure clean A-133 audits.
• Oversee property and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.
• Liaise with host government officials, local communities, and other stakeholders as appropriate.
•
Evaluate program effectiveness and determine corrective action needed
to improve goal achievement by participating and conducting agricultural
assistance surveys and rapid appraisal design.
• Carry out additional responsibilities and projects as assigned, including administrative and planning functions.
Knowledge and skills
• A Masters’ degree or higher in a relevant field (management, social sciences, public health, etc.).
• Minimum of 5 years of experience in development working with local governments, civil society and communities.
•
Demonstrated understanding and knowledge of decentralization in the
Uganda context, Uganda’s sociopolitical economy, advocacy, health and
education sectors.
• Demonstrated team player with visionary leadership.
•
Excellent managerial and operational experience, preferably in managing
large donor projects involving coordination with multiple program
partners or institutions in Uganda or the region.
• Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level.
• Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
•
Excellent managerial and operational experience, preferably in managing
large donor projects involving coordination with multiple program
partners or institutions in Uganda or the region.
• Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level.
• Experience in integrating teams of professionals around common goals and motivating through visionary leadership.
• Demonstrated ability to deliver results and meet all donor deliverables.

The
applicant must demonstrate strong experience in sub-grantee management,
including building the capacity of local organizations and subgrantees
in U.S. government (USG)- supported grants. Coaching, advising, and
enforcement are essential functions of this position.
As the
nature of this project is advocacy and accountability, the most
competitive candidates will have experience in advocacy and
accountability programs.
