About World Bank GPSA Project:
AFIC will lead the implementation of a 4 years project in Uganda financed by the Global Partnership for Social Accountability (GPSA) of the World Bank. The project Enhancing Accountability and Performance of Social Service Contracts in Uganda, is implemented in partnership with Transparency International Uganda, INFOC Uganda and Uganda Contracts Monitoring Coalition will institutionalize citizen-government engagements to solve key governance and contracting issues in education, health and agriculture. The project will be implemented in five Ugandan districts (Lira, Oyam, Arua-northern, Kabale and Ntungamo- western) where it will further support constructive engagement between CSOs and governments to generate meaningful responses to citizen concerns regarding public contracting such that the accountability loop is closed. Activities will include development of monitoring tools, training and supervision of community monitors, monitoring of contracts and services, and the facilitation of cooperation between government and civil society.
In addition, the project incorporates two more components on Knowledge and Learning where knowledge creation, capture, sharing and collaboration will be the core element of the project. The other focus of the project will be to strengthen the capacity of Uganda Contracts Monitoring Coalition in fundraising, communication strategies and constructive engagement among other crucial elements to implement the new Strategic Plan of the coalition.
Job Summary:
The World Bank Project M&E Coordinator will be responsible for designing and implementing the M&E activities of AFIC's World Bank funded GPSA project; preparing Quarterly/Annual project progress reports and monitoring project activities on a regular basis, developing and maintaining the Monitoring system of the project.
The Coordinator will be responsible for the collection & analysis of different data in relation to program activities. The Coordinator works in close collaboration with AFIC team, AFIC program partners, Government officials, private sector, non-government and civil society organizations. The Coordinator is responsible for designing, guiding and implementing the overall M&E strategy of AFIC's GPSA project and providing timely and relevant information to the organization, project stakeholders and funders.
 This entails close communication with all involved in M&E design, coordination and implementation including AFIC and partner's staff; representatives from the Governing Council; representatives from primary stakeholder groups; and the project director, external consultants and field staff when appropriate.
Key Duties and Responsibilities:

·             Collect and analyze qualitative and quantitative data to measure the performance,
impact, and sustainability of the project
·             Establishing and managing a performance monitoring framework with clear-cut goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring, reporting and updating progress of and the project
·             Actively facilitate and support development of project annual work-plans and budgets. Based on the AWPB design the framework for the physical and process monitoring of program activities.
·             Develop the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
·             Direct the process for identifying and designing the key indicators for the project to record and report physical progress against the annual work plan and budget (AWPB).
·             Develop a plan for any computer-based support that may be required.
·             Ensure that, in general, project-monitoring arrangements comply with The World bank policies and AFIC policy requirements.
·             Organize (and provide) training in M&E for AFIC and implementing partner staff, local organizations and primary stakeholders.
·             With the implementing partners, review their existing approaches and management information systems and agree on any required changes, support and resources on the GPSA project.
·             Carry out regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
·             Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.
·             Work in liaison with the Finance & Administration Manager, provide the Head of Secretariat with management information that she/he may require.
·             Make regular reports to Management, highlighting areas of concern and preparing the documentation for review at meetings.
·             Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
·             Develop a plan for any computer-based support that may be required.
·             Organize and undertake training with stakeholders, including primary stakeholders, in
M&E skills, including participatory aspects.
·             Provide "technical leadership"—including technical assistance, guidance, and direction—related to M&E plans and systems, performance management, etc. Guide staff and implementing partners in preparing their progress reports for the GPSA. Together, analyze these reports in terms of problems and actions needed and collaborate on qualitative monitoring.
·             Prepare consolidated progress reports for project management to submit to The World Bank and GPSA team, in accordance with approved reporting formats and timing.
·             Intuitively review monitoring reports of the GPSA project, analyze them for impact evaluation and to identify the causes of potential issues and challenges in project implementation.
·             Foster participatory planning and monitoring by training and involving stakeholder in the M&E of activities of the GPSA project.
·             Identify the need and draw up the TORs for GPSA monitoring reports.
Key Performance Indicators:
·             The coordinator will report to the Head of Secretariat.
All deliverables shall be written in English
In addition to the regular tasks, the coordinator should be responsible for providing /preparing following documents and reports during assigned period.
·             Prepare Monthly/Trimester/Yearly Project Implementation Progress Reports on GPSA project working closely with Finance & Administration Manager, technical staff and implementing partners
·             Design and implement M&E plan for the GPSA project focusing in project management and the main impact areas: disclosure of information, citizen participation, accountability, and impact / improvement in service delivery
·             Identify the need and draw up the TORs for GPSA monitoring reports and monitoring tools
·             Design citizen's participation M&E indicators
·             Monitoring and Supervision report on Project management GPSA.
·             Reports and proceeding of seminars, workshops and training
·             Final Report
Qualifications, Skills and Experience:
·             The ideal candidate for the aforementioned World Bank Project job should hold a Postgraduate training in Social Sciences such as Economics, Statistics, Urban and Regional Development, Project Management, Business/Public Administration or relevant fields. An advanced degree in one of the above fields is desirable.
·             Excellent analytical and communications (written and oral) skills; must be able to obtain, analyze and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiences
·             Good ICTs skills including the use of the SPSS;
·             Possess the ability to be a good team player and possession of good problem solving skills;
·             Result and performance oriented approach to work;
·             Ability to lead multi-disciplinary experts and coordinate their work.
·             Theory of change, logical framework and other strategic planning approaches;
·             M&E methods and approaches (including quantitative, qualitative and participatory);
·             Planning and implementation of M&E systems;
·             Prior training in M&E development and implementation;
·             Facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;
·             Information analysis and report writing.
